Gaara and Shukaku’s Reunion
Shukaku does return to Gaara after the war arc, but not as a Tailed Beast to a Jinchuriki like Naruto and Killer B; he returns as a friend.
We see them having a very friendly relationship during the Boruto era.
But this does not mean having this kind of friendly relationship from the start. They hated each other.

What Happened To Gaara and Shukaku?
At the start of Naruto Shippuden the Akatsuki go after Gaara. The team of Deidara and Sasori attack the Hidden Sand Village to take Shukaku from Gaara.
During the fight with Deidara while trying to protect the village Gaara gets captured by the Akatsuki and they successfully extract Shukaku from Gaara killing him in the process.
It was up to Naruto and his team to save the Hidden Sand Village’s Kazekage and his friend.
They failed to reach Gaara in time and he was already killed during the Tailed Beast extraction.

But thanks to Lady Chiyo’s sacrifice and Naruto’s chakra Gaara was brought back to life. But he lost Shukaku.

During the 4th Great Ninja War all the Tailed Beasts were captured by Obito to create the 10 Tails, this included Shukaku as well.
But Gaara gave everything he had to save Shukaku from being sacrificed to the Gedo Mazo.
That was when Shukaku started having respect for Gaara and Naruto.

The Tailed Beasts have had very toxic relations with their Jinchurkis from the start, where some of the Jinchuriki don’t even address the Tailed Beasts by their names.
This was true for Shukaku and Gaara as well. Especially when you realize Gaara was unable to sleep due to Shukaku.
If he had slept then Shukaku would have overwhelmed his consciousness and would have taken over his body.
That was the same for the previous Jinchuriki for Shukaku who eventually died but Shukaku did respect him.
Shukaku In The Boruto Era
Shukaku is the most prominent Tailed Beast in the Boruto era after Kurama.
We see him the most in Boruto and also in the friendly relationship between Gaara and Shukaku have developed.
Shukaku now lives outside the Hidden Sand Village.
We saw Shukaku contacting Gaara immediately after his connection with the 8 Tails Gyuki, gets cut off.
And warns Gaara that something is off since all the Tailed Beasts are like siblings to each other and he was probably worried about him.
We see Shukaku has softened up and has warmed up to humans when he uses a sealing jutsu against Urashiki to save Gaara.
Not only that but he was very friendly and acted like a kid around Himawari when he was living in the Uzumaki household after the Urashiki household.
We even see all of them reacting to Kurama’s death. Since they were all siblings they must have felt really sad at Kurama’s death.

Urashiki was on a mission to capture the Tailed Beasts and Shukaku was the first one he went after.
But luckily Sasuke and Gaara were there to protect Shukaku. In order to save Shukaku Boruto and Shinki have to escort Shukaku to the Hidden Leaf Village.
During their journey, we get to witness Shukaku’s personality and how he operates as a mini Tailed beast.
What Happened To The Other Tailed-Beasts?
We only know about a few Tailed Beasts’ locations in Boruto (Spoilers Ahead).
The One Tail Shukaku lives outside the Hidden Sand Village under Gaara’s protection.
The Eight-Tails Gyuki lives with Killer B.
The Nine Tails Kurama used to live inside Naruto but died during the Isshiki fight.
The Ten-Tails is in another dimension being used by Code to attack the Hidden Leaf Village.
We have not seen any other Tailed Beasts besides the ones mentioned above in Boruto yet.
In the end, Shukaku does return to Gaara not as a Tailed Beast but as a friend. Both of them have formed a bond similar to Naruto and Killer B with Kurama and Gyuki.
